2006年6月24日，在十届全国人大常委会第二十二次会议上，《反垄断法(草案)》被首次提请审议。草案辟专章规定了反行政垄断的内容，成为一大亮点。据悉，在草案的形成过程中，对于是否将反行政垄断写入其中存在赞成和反对两种不同意见，反行政垄断的内容甚至一度从草案中被整体删除。反对意见认为，反垄断法应集中精力反经济垄断，而行政垄断本质上是转轨时期的体制性问题，只有通过行政体制改革甚至整个政治体制改革才能真正解决。因此不宜在反垄断法中体现。国务院法制办主任康泰在向人大常委会会议作关于《反垄断法(草案)》的说明时表示，关于反行政垄断的两种分歧意见一定道理，但经过认真研究后，最后还是将反行政垄断写进了法律草案。 请结合上述材料。谈谈你对反行政垄断问题的看法。
