English—Chinese Translation. On December 24, 2019, the Civil Code (Draft) was deliberated at group meetings at the 15th Session of the Standing Committee of the Thirteenth National People's Congress. With a total of 1,260 articles, the Civil Code (Draft) consists of such seven parts as the General Provisions Part, Property Part, Contracts Part, Personality Rights Part, Marriage and Family Part, Inheritance Part, Torts Part and Supplementary Provisions. The Torts Part improves the rules on liabilities for high-rise throwing or falling of objects, and clarifies that the property management company should fulfill its responsibility for safety. The Contracts Part makes a stipulation to ban the usury, stating that the interest rates of loans should not violate relevant national provisions.The Personality Rights Part consummates provisions on prohibiting sexual harassment, and specifies responsibilities of the organs, enterprises, and schools to prevent such behaviors. The Marriage and Family Part provides that the party who suffers from a serious disease should truthfully inform the other party before the marriage registration; and if he or she fails to do so, the other party may request the people's court to revoke the marriage. In addition, the Draft also sets forth a cooling-off period before divorce and the scope of close relatives, among others.
