某宾馆大堂改造装修工程，考虑到施工范围和施工内容较为明确，工期较短，业主与承包商根据《建设工程施工合同（示范文本）》GF—2013—0201签订了固定总价合同。消防系统工程改造内容工程量目前无法确定，合同中约定此部分暂估价为120万元，同时合同约定消防工程由业主指定的某安装公司完成。工程施工过程中发生如下事件： 事件一：最终消防工程根据实际完成工程量计算价款为146万元，承包商提出追加结算差额，但业主认为既然是固定总价合同，不应追加合同价款。 事件二：设计采用地热辐射采暖，在施工过程中，所有施工过程均由现场监理旁站验收。地采暖工程接近完工前，业主工程师要求对某区域地采暖重新剥离检查防潮层和绝热层。承包商认为施工过程经监理工程师旁站监理并验收合格，需业主承诺补偿重新检验发生的一切费用、并延长由此影响的工期，配合业主再次剥离检验的要求。但业主认为可以随时提出重新检验的要求。 问题 事件一中，承包单位要求消防工程按照146万元结算是否妥当？并说明理由。
