Unlike the General Agreement on Tariffs and Trade (GATT 1994), the General Agreement on Trade in Services (GATS) does not allow developed and developing member states to enter into negotiations (similar to the GATT’s General System of Preferences and South-South Preferences) to help improve the capacity, efficiency, and competitiveness of developing member states.
