案例资料:欺诈行为在历史上造成最大损失的是发生在巴林银行 ( 一家英国银行 ) 新加坡办事处的证券交易行为上。该办事处的交易员建立了一个完全自控的账户,隐藏了 14 亿美元的亏损。当巴林银行的内部审计师意识到交易员一方面控制着交易行为而另一方面又控制着对交易的记录后,管理层仍然没有采取任何行动。结果是一个交易员在一个遥远的办公室内把一家国际性著名银行搞垮。 分析要求:巴林银行的内部控制存在哪些缺陷使得交易员欺诈行为得逞 ?
